THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH MANAGER, Position Description Number D0694000 and is part of the Safety and Occupational Health Office, National Guard.
The primary purpose of this position is to manage the state Safety, Occupational Health and Industrial Hygiene programs through a staff of professional and technical personnel.
Duties
Provides program direction and staff leadership in the administration of a comprehensive safety, occupational health, and industrial hygiene program that encompasses a variety of high risk and hazardous operations. Implements public law mandated programs impacting a significant number of civilian and military employees working in structures used for various levels of administration, supply and maintenance functions. Plans and directs special occupational health/industrial hygiene studies based upon validated need or detected variance from established standards. Evaluates and analyzes accident frequency, cause data, accident reports, safety survey reports, unit operations, and other activities having a direct impact on accident prevention, and directs countermeasure programs to correct unsafe procedures or conditions. Represents the Adjutant General at various safety related conferences, meetings, seminars, councils, panels, and boards. Maintains extensive contacts with internal and external organizations (design review, state, and county) and higher authorities that have many different and often conflicting requirements. Reviews engineering plans to verify that alteration or construction is in compliance with public law, applicable standards and guidelines. Coordinates with and provides assistance to personnel management officials in the development and execution of a comprehensive abatement program for traumatic injury or occupational illness in accordance with the Federal Employees Compensation Act. Establishes and maintains a program of range certification, explosive safety and safety management in accordance with appropriate regulations. Identifies and justifies safety, occupational health and industrial hygiene budget requirements to include training, travel, employee health testing, safety equipment and material funds. Plans and assigns work to be accomplished by subordinates in grades GS-4 through GS-11. Performs other duties as assigned.
Requirements
- Selectee will be required to wear the military uniform.
- Submit all required documentation.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Must hold the grade of W-4 thru O-5.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Membership in the Colorado Army National Guard or eligible to transfer.
- Position requires CP-12 (Safety) qualification within 18 months of hire date.
Qualifications
Military Grades: W-4 thru O-5
1. Specialized experience will be used to determine qualifications for the announced position.

Must have at least 36 months of Specialized Experience in each of the following:
1. Experience working with industrial construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards and devise hazard control measures applicable to airport ground facilities and supporting industrial shops.
2. Experience working with safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations.
3. Experience performing aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes.
Preferred experience and training:
-Previous Army safety training and experience.
-Additional Duty Safety Officer Course.
-Ground Safety Officer Course.
-Aviation Safety Officer Course.
-OSHA 10 or 30 Hour.
Education
Education cannot be substituted for Specialized Experience for this position.
