The primary purpose of this position is to serve as Director, Operations Directorate. The incumbent is technically and administratively responsible for planning, design, implementation, control and observation of construction and furniture projects. Manages logistical support programs for the Office of the Secretary of the Air Force [Cont. in "Duties" Section]

Duties

Continued from "Summary" Section: Along with the Chief of Staff of the Air Force, Under Secretary of the Air Force, the Vice Chief of Staff of the Air Force, the Administrative Assistant to the Secretary of the Air Force and their subordinate organizations. Duties: Plans, organizes, and oversees the activities of the SAF/AAO. Exercises supervisory personnel management responsibilities. Represents SAF/AAO with a variety of installation and functional area organizations. Establishes guidelines, administrative practices, and coordinates offices services for Secretariat and Air Staff (HAF) offices concerning logistical matters, including parking allocations, supplies and supply services, campaigns, telecommunications for SAF offices and facility and furniture matters including minor construction, renovations, furniture procurements, etc., for the Pentagon, in Air Force assigned leased space in the NCR, and for HAF personnel at Bolling and Andrews AFBs. Plans, coordinates, and monitors office moves, relocations, alterations and repairs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Admirative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes managerial experience that will enable the employee to provide technical and managerial expert advice; expert knowledge of the working of Headquarters Air Force and their attached organizations and their required interface with the other services, Joint Staff, Defense Agencies, and the Office of the Secretary of Defense (OSD) Staff; expert knowledge on setting uniform standards for facilities that will support grade structures and positions that run from the lowest enlisted grades through 4-star generals/civilian equivalents; mastery of facility utilization policies across the National Capital Region (NCR) to include other services' facility utilization policies and facility requirement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of operations, products, services, need, and goals of this program(s) and the organizations studied or served, and related customers, functions, resources, and users. 2. Knowledge of standard contracting regulations, practices, and procedures. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments. 4. Knowledge of safety and security regulations, practices, and procedures. 5. Knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 7. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 8. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
