The Health Systems Specialist will be working at the VA Portland Health Care System's (VAPORHCS). The position serves as the Research Committee Manager and is vital within the Office of Research and Development (ORD) and the facilities where research programs are conducted. Research Program Managers provide the link between Veterans and highly innovative projects.
Duties
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION***NOTE: This is a TERM appointment (not to exceed 1 year and 1 day). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Duties include, but may not be limited to the following:
Ensures R&D program compliance in the areas of training, credentialing, and education of investigators and research staff.
Provides support on remediating deficiencies.
Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of programs and operations to meet established compliance goals and objectives.
Analyzes and prepares program status reports for review at all levels.
Develops and maintains a pre-review program that will coincide with assigned committee(s) and is conducted prior to submission to the applicable oversight committee and deadlines are established with consideration for approval and in conjunction with the review of protocols by other research committees.
Reviews proposals and determines whether the submitted paperwork may be processed using an expedited or designated review.
Ensures projects are reviewed and feedback provided by personnel external to the program, but essential to the project receiving final approval.
Follows-up with committee reviewer as necessary to assure all documents are reviewed and returned to meet established deadlines.
Contacts other research staff regarding questions or potential problems with submitted paperwork and ensures that follow-up with committee chairs and members occurs in a timely manner.
Creates presentation materials by identifying which studies can be reviewed and ensuring all associated documents are retrievable by chairs/members of assigned committee.
Oversees the electronic submission process established in the Research Office, providing detailed and clear advice to all Principal Investigators, committee members and other research staff.
Assembles meeting packets, notifies chair/members of assigned committee(s) of availability and how to access and generates agendas.
Reviews new, updated, and existing policies, regulations and guidelines governing the assigned subcommittees and keeps supervisors and committee members apprised.
Reviews serious adverse event and unanticipated problem reports, as well as reports of apparent serious/apparent continuing non-compliance or research information protection incidents and assure that appropriate action is taken on each case by the applicable committee within the established timeframes.
Performs other duties as assigned.

Qualifications
To qualify for this position, you MUST meet one of the following qualifications:
SPECIALIZED EXPERIENCE: You must possess at least one full year of directly related specialized experience equivalent to the next lower grade level (GS-9) that has given you the particular knowledge, skills, and abilities necessary to perform the duties of Health Systems Specialist GS-11. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to the specialized experience listed above you must also have experience managing regulatory committees and providing subject matter expertise regarding the underlying regulations in ensuring compliance in research.

EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. COMBINATION: An equivalent combination of successfully completed higher level graduate education (beyond 2 years) and specialized experience, as described above, which meets the total experience requirements for this grade level. Transcripts required.
