This position serves as an organizational lead in the management and execution of multiple high-level organizational initiatives. Knowledge of VHA and
healthcare operations and administrative activities is paramount. The position is an integral part of OIC front office administrative team, reporting to the Chief, Operations and Administration who reports to the Director, Planning and Operations.
Duties

Develops and maintains tracking systems within the office, specifically as it pertains to the tracking needs of the OIC Executive Director and the OIC Program, which may involve identifying and assembling data requirements of the office, assisting in the development and maintenance of databases and suggesting the need for modifications.
Management Analyst maintains the Records Management Program for OIC.
Maintains a centralized records function, standardized handling/retention, improved records, conversion from paper to electronic data, and document searches develops tools promoting effective coordination of Records Management.
Analyzes problems and/or issues involving the development of records management systems.
Establishes and assesses records information management practices to ensure they support the principles of transparency and information sharing throughout the organization.
Develops and conducts periodic records management quality control reviews, compliance audits, to measure the effectiveness of electronic systems and for general program improvement purposes.
Provides primary oversight, management, and leadership in the areas of internal and external correspondence, organizational action items and communication coordination.
Manages and/or prepares responses to correspondence for the Office of Integrity and Compliance Executive Director and/or handles the communications with persons/groups within and outside of the organization. Accurately assesses the level of subject matter
expertise needed for responses.
Establishes and maintains electronic and/or manual filing systems to enable easy retrieval of all documents and correspondence coming to the office.
Regularly communicate orally and in writing; exhibits interpersonal skills to tactfully communicate with individuals within and outside the organization.
Expresses information (for example, ideas or facts) to individuals or groups effectively.
Create clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Utilize database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
Gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You qualify based on your experience as described below:
Specialized Experience Requirement: Possess one year of specialized experience equivalent to at least GS11 on Federal Service that typically includes, but is not limited to, the following specialized experience examples.
Interpret regulations and other organizational standards as they apply to the program
Utilize qualitative and quantitative methods for the assessment and improvement of program effectiveness
Research and utilize pertinent laws, regulations, policies, and precedents which affect the use of program resources and goals
Negotiate effectively with management to accept and implement recommendations
Analyze problems and present both written and oral recommendations
Organizational skills in order to work independently
Plan, implement, and coordinate program activities
Analyze interrelated program issues of effectiveness, efficiency, and productivity
Develop detailed plans, goals and objectives for the long-range implementation
Compile, reconcile, and correlate voluminous data from a variety of sources

Physical Requirements: The work is primarily sedentary: most work is accomplished while seated at a desk or computer. Some standing, bending, carrying, and walking to other locations within the facility are necessary.
