This position serves as an organizational lead in the management and execution of multiple high-level organizational initiatives. Knowledge of VHA and healthcare operations and administrative activities is paramount. The position is an integral part of OIC planning and operations administrative team, reporting to the Chief, Operations and Administration who reports to the Director, Planning and Operations. The position performs analytical, qualitative, and administrative functions.
Duties

Prepares various recurring as well as special, complex administrative reports.
Consolidates information into a usable format and prepares reports based on established regulatory procedures or logical assembly of data where there are no established reporting formats.
Provide workforce metrics, reports, and analysis to broaden senior leadership and management's understanding of the workforce and inform their decision-making.
Use data system skills and administrative knowledge to assist senior leadership in all aspects of analyzing personnel data and producing reports.
Serve as a liaison between the OIC front offices, subordinate teams, and other offices within VA Central Office.
Performs analytical and evaluative work associated with OIC program activities as in developing operational efficiencies, reducing redundancy and improving quality and services.
Develops the need for and maintains an awareness of available resources and makes recommendations to management regarding needs, distribution, or redistribution of these resources.
Monitors program progress; advises on upcoming tasks milestones; analyzes schedule variances and trend analysis and works
with the OIC Director of Planning and Operations and the Chief Operation and Administration or other staff to formulate and implement corrective actions.
Develops and maintains tracking systems within the office, specifically as it pertains to the tracking needs of the OIC Executive Director and the OIC Program, which may involve identifying and assembling data requirements of the office, assisting in the development and maintenance of databases and suggesting the need for modifications.
Complete unrelated tasks concurrently and will frequently be called upon to exercise judgment and flexibility in determining the approach, methods, and prioritization of project completion

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You qualify based on your experience as described below:
Specialized Experience Requirement: Possess one year of specialized experience equivalent to at least GS-11 on Federal Service that typically includes, but is not limited to, the following specialized experience examples.
Interpret laws, regulations, policies and other organizational standards as they apply to the program
Develop and manage databases and electronic tracking systems utilizing a variety of software systems
Qualitative and quantitative methods for the assessment and improvement of program
Negotiate effectively with management to accept and implement recommendations
Adapting analytical techniques and evaluation criteria to the measurement and improvement of program
Analyze problems and present both written and oral recommendations
Analytically and systematically deal with problems of workflow
Develop and deliver briefings on complex or sensitive issues
Develop and manage the onboarding database for organization

Physical Requirements: The work is primarily sedentary: most work is accomplished while seated at a desk or computer. Some standing, bending, carrying, and walking to other locations within the facility are necessary.
