This position is located in the Transmission Technology Work Planning & Delivery (TTBP) organization of Transmission Technology Services Internal Business Operations (TTB), Transmission Technology Services (TT), Transmission Services (T).
A successful candidate in the Business Specialist position will serve as a business specialist and contract management specialist, representing TTBP and TTB in the management of technology contracts in the role of Contracting Officer's Representative (COR).
Duties
As a Business Specialist, you will:
Creates and approves progressively more complex procurement actions involving Material Requests (MR), Contract Requests (CR) and Contract Change Requests (CCR).
Works with Supply Chain Contracting Officer (CO) to shape and design contracts that will be low risk, lowest cost value and deliver the requirements desired for the technology.
Ensures a Contract file is maintained and archived as a record, especially in software contracts where rights in data are involved, as established in policies and procedures. Follows established records management policies for retention of contract related documentation.
Evaluates Contractor's terms and conditions with consideration to the long and short-term consequences for BPA.
Conducts pricing reviews with regard to life cycle costs and issues by researching industry standards, averages, and practices. Stays informed on prices, rates, and licensing issues, changes, technology, industry practices, etc. within the technology arena.
Ensures all contracts have favorable termination for convenience terms (i.e., no costs) that put BPA in a good financial position when termination for convenience is required.
Serves as the COR and/or provides support to other CORs, as required for contracts. Monitors outstanding contracts to assist IT/OT project managers and supply chain personnel to ensure satisfactory progress, to assure compliance with the terms and conditions of the contract, and to identify problems that threaten performance. Uses BES Passport to process contract changes, requests, payments, etc. Obtains technical assistance, as required.

- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.

- May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-11: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience is defined as: Experience in applying pertinent laws, regulations, policies, and precedents sufficient to plan, evaluate, and recommend ways to 1) assist in creating and managing contracts that include program and technical requirements, project management, and budget; and 2) apply analytical and evaluative techniques to identify problems or concerns and recommendations for solution.
You may substitute education for specialized experience as follows:
- Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work.

- Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
