This position is located with Bonneville Power Administration (BPA), in the Transmission Chief of Staff (TA), Transmission Services (T).
A successful candidate in the Supervisory Business Analyst position will serve as a principal manager and senior policy advisor to the Senior Vice President of Transmission Services (SVP) and to the Transmission executive team regarding the strategic direction and execution of Transmission initiatives and operations.
Duties
As a Supervisory Business Analyst, you will:
Serve as the Chief of Staff (CS) responsible for planning, directing, coordinating and administering TA functions to ensure successful implementation of Transmission's strategic business initiatives.
Manage subordinate supervisors to direct and oversee a core workforce of approximately 30 non-supervisory BPA employees and 30 contract employees engaged in managing and delivering Aircraft operations, Strategy and Business Management, and Business operations services to the Transmission business line.
Direct program functions and activities requiring a multi-million dollar level of annual resources.
Prioritize and determine program and project initiatives within established resources and ensures alignment with overall BPA goals and commitments.
Evaluate subordinate supervisors and serve as the second-level reviewing official for non-supervisory performance ratings.
Manage and oversee the following activities: Aircraft Services (TAA), Business Operations (TAB), and Transmission Strategy & Business Management (TAS).
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience is defined as: Experience 1) directing and overseeing program functions and activities requiring a multi-million dollar level of annual resources; 2) prioritizing and determining program and project initiatives within established resources; and 3) advising executive managers on policy, technical, procedural, and operational requirements and constraints.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
