This position is located in the Dittmer Dispatch (TORD) organization of Real Time Operations (TOR), Transmission System Operations (TO), Transmission Services (T), Bonneville Power Administration. Serves as the supervisor of the Dittmer Dispatch organization, and a member of the Real Time Operations management team with responsibility for planning, supervising, and leading programs, systems, and work processes that are necessary support mission and activities required of the group supervised.

Duties

As a Dittmer Dispatch Supervisor, you will: Lead or supervise staff responsible for coordinating resources to deliver or receive power or energy during system emergencies to prevent disruption of services and/or to restore interrupted service. Lead or supervise staff responsible for execution of transmission and/or communication system outages to support the construction, maintenance and repair of facilities. Respond to short deadlines or high-pressure situations to deliver measurable, high-quality, timely, and cost-effective results. Apply business process management and quality assurance methodologies to identify the best solution for system and process issues. Evaluate plans and proposals for major projects or programs impacting operations of an electrical power system to develop recommendations for implementation of standards, guidelines, or policies in North American Electric Reliability Corporation (NERC), WECC, or other regional bodies. Participate in external conferences, meetings, or presentations involving problems related to operation of an electrical power system to influence or gain compliance with policies, regulations, or standards. Monitor in-flight projects to ensure they are completed in a timely manner and within budget. Collaborate with internal customers, management, and other stakeholders to prioritize stakeholder requests and align with business objectives.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-14: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience is defined as: Leading a project or team or providing technical expertise in the formulation and implementation of policies, strategies, and practices associated with real time transmission system operations to ensure compliance with laws, regulations, standards, and policies. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OTHER REQUIREMENTS: Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC): The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles. The FERC SOC basic principles require BPA's Transmission Function employees and its affiliated Power Merchant Function employees to function independently and abide by non-discriminatory information access and prohibited disclosure regulations for transmission-related information that is not equally available to all customers. In addition, the incumbent is required to complete BPA's mandatory SOC training Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
