The position is in the Bureau of Administration, General Services Management Office, Fleet Management Operations Division (A/OPR/GSM/FMO). FMO is responsible for the development, implementation, and oversight of policies and regulations governing the Department’s domestic motor vehicle fleet and assumes the lead role in the research, development, and implementation of DOS’ fleet management information system as required by Federal Management Regulations.
Duties
Leads/conducts special studies of Division operations to produce information and recommendations for use by management.
Communicates with colleagues, bureau managers, and persons outside the Division to gather and analyze information about processes and programs.
Searches a variety of sources; verifies the relevance, adequacy, sustainability, attainability, accuracy, and completeness of the information and recommendations.
Manages, in collaborations with management and staff, analyses of transportation and traffic management issues to assist management's decision making on transportation and traffic management issues.
Serves as a Contracting Officer's Representative (COR) and monitors the work of contractors to assure adequacy of work/services received and compliance with terms and conditions of the contract, certifying the adequacy of work performed.
Serves as a key liaison between the FMO, GSM, and the A bureau. Shares information, developments, issues, lessons learned, and best practices.

- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in Ariba for credit card purposes.
Experience in payroll and timekeeping.
Experience in FleetWave platform.
Experience writing in a clear, concise, organized, and convincing manner for the intended audience. i.e. reports, memos, letters, regulations, policy, staffing, etc.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
There is no substitute of education for specialized experience for the GS-12 position.
