Duties

Independently performs a variety of complex budgetary, administrative, and statistical functions to support budget and formulation for an organization and its components. Reviews and processes all incoming and outgoing communications, correspondence, materials, publications, regulations, and directives. Develops, establishes, updates, and maintains clerical and administrative office procedures and processes of various types to ensure effective and efficient operation of the office. Independently performs tasks involving budget execution by compiling resource data from various financial management reports. Oversees the Division's military performance report, and the military and civilian awards & recognition programs. Uses standard office automation software and specialized applications to accomplish standard analysis, develop a wide range of documents, reports and support conclusions.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May occasionally be required to work other than normal duty hours, to include recall and overtime.
  • A qualified typist is required. The incumbent must have the ability to type a minimum of 40 WPM.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-6, or equivalent in other pay systems. Examples of specialized experience includes working with resource managers and budget office counterparts to obtain, monitor and track division funds; recommending modifications and drafting revisions to local guidelines for budget estimates, reports and processing of funding requests; performing and directing a wide variety of administrative support duties relating to the military awards and decorations program and military performance reporting systems; using various office automation software applications to produce a wide range of documents, reports or automated processes; advising on the use of grammar, spelling, capitalization, punctuation, and commonly-used specialized terminology to prepare correspondence and material correctly; directing and facilitating the work of assigned personnel clerks ensuring the technical requirements of their work are carried out in accordance with directives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-6 level is required to meet the time-in-grade requirements for the GS-7 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the military organizational structure, protocol, and similar matters in general and in particular the AMC Operations Directorate's mission, functions and organization and general knowledge of military and civilian personnel regulations and procedures. 2. Knowledge of a wide range and skills in applying accounting & financial policies, regulations, practices, procedures, precedents, methods, and techniques which support the administration of a budget and knowledge of a wide range of financial & budget sources, types, and methods of funding. 3. Knowledge of the automated accounting system and associated hardware sufficient to input, retrieve and output data and skill with various office automation software programs, tools, associated hardware (e.g., printers, scanners, etc.) and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs. This would include intermediate features to accomplish complex reports, charting/graphing in spreadsheets and retrievals from databases. 4. Knowledge of specialized automated data processing software programs and capabilities used in accomplishing budget, funding, personnel and records management tasks. 5. Knowledge of format, rules, procedures and operations applicable to clerical assignments to prepare/review routine correspondence/reports, screen telephone calls and visitors, maintain files/records, review and process mail, and perform clerical procedures to arrange a variety of material from different sources and other administrative work of organization, correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports. 6. Ability to communicate effectively, both orally and in writing, using tact and courtesy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
