The Exploration Systems Office at Glenn Research Center is seeking a highly skilled individual for GRC's Human Research Program (HRP) Exploration Medical Capability (ExMC) element to advise on, monitor, strategically plan, and coordinate a portfolio of human health research and technology development projects.

Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Works in close coordination with the engineering technical leads in their responsibility for overall project planning and development, advocating for work, and coordinating with the various performing organizations and stakeholders. Contributes to long-range engineering project planning, advanced planning, future project definition, project implementation plans and to formulation, modification, and determination of overall objectives. Serves as an authoritative source of information for decisions and guidance concerning human health research and technology development activities at GRC which support the Human Research Program (HRP). Serves as the primary point of contact to the HRP ExMC program element for a portfolio of engineering projects and with external organizations regarding human health research/technology development along with providing advocacy for the GRC content. Maintains contact with project technical leadership, contractors, HRP program, stakeholders at other field centers, commercial industry representatives, and domestic/international partners to integrate the portfolio resource planning elements. Develops a staffing plan, establishing organization and functional assignments, and monitoring the position management and staffing plans. Serves as an expert consultant in the management of HRP engineering projects of national importance, characterized by a constantly, changing physical environment, critical problems, manifests, on-orbit resources, or other variables and unknowns. Manages technical, costs/budgets/resources, schedules, and risks across the portfolio of HRP projects, and implements corrective actions as appropriate. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Analyzing technical content, product schedule, deliverables and services to support projects in coordination with members of a engineering; Coordinating with engineering teams on budget and resources, and managing cost for projects and/or programs; Conducting investigations and risk management studies in areas such as budget analysis/resource analysis, technical management systems, technical engineering operations management or configuration management. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Providing technical and programmatic leadership of engineering projects; Managing engineering project risk and mission assurance processes and controls; Conducting hardware and/or software qualification and/or acceptance testing prior to integration into a spacecraft. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
