You will serve as a supervisory Deputy Office Chief for the Space Communication and Spectrum Management Office. Responsibilities include coordinating, monitoring, supervising and/or performing a variety of technical managerial functions for space communication research, development, design, test, and operations efforts. Selected individual may also manage critical and/or high priority projects and will lead elements of developing/executing strategic plans at the portfolio level.

Duties

Supervises employees; identifies strategic objectives; defines and assigns work; defines technical work requirements and milestones; evaluates accomplishments; recommends employee recognition and/or takes corrective actions as appropriate. Directly engages with NASA Headquarters and other NASA Center representatives to gain insight into current/future Agency needs related to Space Communication and Navigation (SCaN). Provides strategic planning support based on current /future Agency needs in terms of identifying and developing key enabling technologies initiatives to address those needs. Performs multiple technical management functions which include: planning, design, test and evaluation, cost and schedule analyses, leading design reviews, contract negotiations, program and project management, quality management for projects. Provides portfolio leadership and management of critical and/or high priority space communication technology and engineering projects. Develops processes and procedures to enhance project management excellence into the execution of projects in the portfolio. Develops a staffing plan, establishing organizational and functional assignments, selecting and appointing personnel to key positions, and monitoring the position management and staffing plans. Prepares cost estimates for budget purposes. Establishes and maintains relationships with commercial industry partners to facilitate alignment between technology development projects and commercial business interests. Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading multi-disciplined or cross-functional teams involving aerospace technology development programs/projects; Leading strategic planning in support of technology development projects; Communicating technical information to a range of stakeholders, including senior management officials. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
