About the Position: This positions is with the HQDA , Assistant Secretary of the Army (ASA (IE&E)), DASA (IH&P) Office, Capital Ventures, located at Pentagon, Arlington, VA.
Duties
Responsible for multi-billion-dollar long-term national privatized housing and privatized lodging programs.
Analyze financial data to develop performance indicators for the programs and evaluates and monitors the appropriate expenditure of program funds.
Ensure privatization partnerships contribute to improving the quality, effectiveness and efficiency of Army installation housing.
Directs the activities of the Residential Communities Initiative (RCI) and Privatized Army Lodging (PAL) teams, which involves Army policy development and execution for housing and lodging management.
Assign work to subordinates based on priorities, selective consideration of the difficulty, requirements of assignments, and the capabilities of employees.
Establish/ maintain working relationships with appropriate senior Army and DoD officials, Congressional staff, and members of internal and external organizations.
Provide direction and guidance to all program entities.
Develop presentations and presents briefings for program strategies, plans, objectives, initiatives and accomplishments for higher level officials and interested organizations and individuals.

Specialized Experience: One year of specialized experience which includes: analyzing long-range metrics, financial indicators, and/or reinvestment decisions for privatized housing. Providing technical advice/assistance regarding enterprise-wide housing programs and initiatives. Briefing stakeholders on project status, and significant developments and providing recommendations on courses of action to ensure quality homes for soldiers and their families. Developing policy and/or long-range planning in connection with Privatized, Family, and Unaccompanied Housing, ensuring appropriate requirements are met such as Inspector General recommendations, long-range goals, objectives, plans, and schedules of a housing program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
