Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as conducting the analysis, development, and implementation of branch organizational data including budgets; and/or FTE; and/or acquisition information and work directly with members at different levels of an organization, including senior management, within and outside of the division and region.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of the application of a wide range of qualitative and/or quantitative methods.
Ability to negotiate effectively with management to gain acceptance of recommendations.
Ability to use consensus-building strategies to facilitate decision making and consolidate positions.
Knowledge of the federal budget process, and EPA’s annual and strategic budgetary and planning.
Knowledge of the budget process, annual and strategic budgetary and planning.
Skill in oral communication sufficient to formulate and present arguments and advisory opinions, elicit cooperation and constructive responses from negotiating parties, and provide effective oral briefings and public presentations.
Ability to develop and deliver written communication tools designed to inform or persuade a variety of audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
