The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over employees assigned to Air Force Legislative Liaison, Congressional Action Division.

Duties

Plans, organizes, and directs the activities of Secretary of the Air Force, Legislative Liaison, ensuring that Congressional Action Division (SAF/LLZ) complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. As Chief, Congressional Action Division, participates with the Director in developing, coordinating, and supervising the preparation of the Air Force legislative program (excluding appropriation matters). Serves as a senior Air Force focal point of contact for legislative matters with Congressional Committees, OSD, and other military departments. Advises the Director on policy issues or other matters, which are associated with, or result from other legislative proposals of concern to the Air Force.

  • Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
  • It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • Supervisory Probation period may apply.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include: (1) analyzing correspondence and reports emanating from Congress and/or its committees to identify exigencies and desirable courses of action; (2) supervising and/or participating in the drafting of legislation and justification; (3) directing the collaborative work efforts of multiple organizational units to achieve objectives; (4) appraising subordinate workers' performance ensuring consistency and equity in rating techniques. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of the Air Force mission and organization (including structure, chain of command, deployment and employment of forces) to facilitate rapid and accurate responses to congressional inquiries and other congressional requests. 2. Insight, judgment, and diplomacy are critical skills necessary for establishing a maintaining effective relations between senior Air Force leadership and Congressional contacts. Thorough working knowledge of the planning, programming, budgeting system and how the process interacts with the congressional budget cycle. 3. General knowledge of congressional procedures and associated committee structure for authorizing and appropriating the defense budget. Expert knowledge of congressional organization and the personalities and agendas of key congressional leaders. 4. Thorough knowledge of protocol policies and procedures to facilitate distinguished visitor visits to Capitol Hill and other official events/functions. Expert knowledge of the legislative process to include the Senate confirmation process. 5. Excellent written and oral communications skills and background knowledge in personnel management are required due to the high visibility and sensitive work accomplished by this office. Skill in analysis and problem solving 6. Knowledge of and skill in implementing management techniques. Excellent communications skills and background knowledge in management are required due to the high visibility and sensitive work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
