Salary: $99 200 - 128 956 per year

About the Position: Serves as advisor to the Human Resource (HR) Manager and Senior Leadership in the areas of HR administration, support, policies, and customer service.

Duties

Serves as the HR Analyst for civilian personnel and is the point of contact for supervisors, managers, and the Civilian Human Resources Service Center on recruitment, position management and other personnel actions. Assist with planning and implementing reorganizations that typically involve major mission changes and collaborates on the realignment of all or most positions and personnel affected by the reorganization. Prepare personnel actions using Automated Nature of Action (AutoNOA) and Defense Civilian Personnel Data System (DCPDS). Maintain essential personnel data to accurately track and coordinate employees and positions with Resources Management Directorate and management. Make recommendations regarding advanced-in-hire (AIH) salary requests, exceptions to military service requirement waiting periods and recruitment, retention, relocation incentive decisions. Implement new HR program changes, policies, and special projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position may require temporary duty (TDY) business travel up to 5% of the time.
  • A Secret security clearance is required.

Specialized Experience: One year of specialized experience which includes (1) providing advisory on personnel administration policies, regulations and procedures for military or civilian employees (2) utilizing HR automated tools such as EMPRES, AUTO NOA, DCPDS to initiate and/or track human resource actions such as recruit fills, promotions, or separations and (3) making decisions or resolving problems or discrepancies related to organizational structure or manpower authorizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
