About the Position: Fort Drum, home of the 10th Mountain Division (Light Infantry), is located in Northern New York, a historically unique and geographically beautiful area. Fort Drum is approximately 30 miles from Canada.
Duties
Serve as Chief, ASAP (Army Substance Abuse Program) which includes the Risk Reduction Program, Employee Assistance Program, Soldier Biochemical testing and the Drug-Free Federal Workplace programs.
Lead an efficient and effective Army Substance Abuse Program capable of supporting deployment and redeployment of soldiers, civilians, and units anywhere in the world on short notice.
Plan and implement an Army Substance Abuse Program (ASAP) in accordance with Department of Defense, Department of Army, and Installation Management Command (IMCOM) policies and guidelines; recommend revisions to established programs.
Exercises operational control of Army Substance Abuse Program personnel, facilities and funds.
Manage and monitor the Installation’s Biochemical Testing Program.
Perform all actions in support of personnel, e.g. hiring, orienting, contracting, directing, supervising, monitoring, and evaluating performance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year supervisory probationary period may be required.
- This is a mission essential position.
- A Tier 3 Secret Security clearance is required.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for an Army Substance Abuse Program Manager:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Psychology, Sociology, or Social Work.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: Overseeing an employee assistance program; Conducting substance abuse and prevention training and community awareness programs; Submitting referrals to outside sources when necessary. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
