The primary purpose of this position is: To serve as the Special/Technical Advisor to the DAF SAPCO. Provide expert-level technical, operational, and strategic counsel to Department of Air Force leadership on the Departments Special Access Programs (SAP). DAF focal point to work with Interagency, Intelligence Community and international partners on SAP matters.

Duties

Technical Advisor to DAF leadership on Special Access Programs. Routinely briefs and advises DAF civilian and military leadership (SecAF, USecAF, CSAF, CSO) on complex security and SAP oversight/management issues. Technical Advisor to the DAF SAPCO. Routinely represents the DAF in DoD and interagency SAP governance meetings at the O-6/GS-15 and above level. Coordinates and provides DAF position on SAP security, SAP oversight / management, international sharing, horizontal protection and other related SAP areas. Routinely liaises with acquisition program managers, the intelligence community, and the operational community to protect sensitive technology. Establishes the framework to ensure DAF SAPs comply with policy. Ensures oversight is in place for all types of DAF SAP and Sensitive Activities. Works with senior leaders across the Federal government on doctrine and policy governance to include translating National Agency, DoD and DAF doctrine into action ensuring proper implementation and compliance throughout the DAF. Directs planning and implementation of DoD and DAF-enterprise SAP initiatives, to include ensuring development and maintenance of comprehensive policies and procedures. Serves as an authority supporting DAF and DoD SAP governance bodies on behalf of the DAF SAPCO.

  • Employee must be able to obtain and maintain a Top-Secret security clearance eligibility
  • TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606
  • This position has been designated by the DAF as a Testing Designated Position (TDP) under the DAF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the DAF, national security, and public safety
  • Employee must pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter
  • Employee may be required to take a CI scope polygraph examination, as required for SAPs
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft at 25% or less of the time

Qualifications

Conditions Of Employment Continued: This is a "Centrally Managed" position Mastery knowledge and experience in the security disciplines is highly desirable. Specific knowledge and experience with SAP and SCI security procedures is also highly desirable. This position is designated as a key position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available. Work may require travel away from the normal duty station on military and commercial aircraft. Desired: Completion of Air War College or equivalent is preferred to demonstrate the ability and knowledge to work and coordinate across the DoD as a key leader on the Director's staff. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: Mastery of a wide range of concepts, principles, practices, regulations, and laws applicable to protection, as well as utilizing extensive knowledge of the overall Information Protection program to include Special Access Programs, Acquisition Security, Program Protection, Information Security, Physical Security, Personnel Security, Operations Security, Foreign Disclosure, and Information Assurance to serve as the technical authority for assignments requiring the application of new theories and developments to security issues not commonly resolved by standard accepted security methods, technology, or procedures and resolve major conflicts in policy and program objectives. Leading or participating as the AF representative in Agency and Inter-Agency study groups for resolving problems through use of innovative solutions and advising top level agency Program Managers on new developments and advances in security techniques. Expertise in security program practices, procedures, and regulations applicable to the performance of a full range of complex security management responsibilities and unique practices and procedures. Utilizing extensive knowledge in all disciplines of Information Security, Industrial Security, Automated Information Security (AIS), Personnel Security, Physical Security, Special Access Programs (SAP), Special compartmented Information (SCI), Foreign Liaison, Intelligence and CI with special emphases on program development and oversight aspects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge and demonstrated experience with special access program (SAP) and other security disciplines through a mastery of concepts, principles, and practices. 2. Mastery of the relationship of the various Air Force entities involved in overall planning and execution of risk management programs. 3. Mastery of insider threat mitigation requirements, standards and procedures. Exceptional writing and briefing skills to synthesize complex issues and present information to strategic leaders. 4. Ability to manage the global information protection SAP, and/or SCI, requirements across the security enterprise while planning and organizing complex work to meet critical deadlines imposed by Federal Agencies, DoD, HAF, COCOMs, and international partners. 5. Mastery of Intelligence Community Directives, DoD, and Air Force program requirements, goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 6. Ability to establish effective professional working relationships with other agency-level and international special access program subject matter experts, contributing to a cooperative and secure working environment and successful accomplishment of the Air Force mission. Exceptional ability to conduct highly complex information and decision briefings related to current world events, and to the scientific, engineering and intelligence aspects of AF systems for top executives in both military and civilian organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
