This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
You will serve as the Alternate Government-wide Commercial Purchase Card Agency Program Coordinator in the Contracts Department, Acquisition Policy/Oversight Division, Purchase Card Program Management Branch (Code 0211) of the Naval Surface Warfare Center Port Hueneme Division.
Duties
You will work closely with the Agency Program Coordinator (APC) and the Chief of the Contracting Office to ensure the success of the program and to meet Naval Sea Systems Command (NAVSEA) audit standards.
You will apply sound coordination and oversight principles based on a comprehensive level of understanding of all aspects of outside acquisition information and how it relates to micro-purchasing and the Government Purchase Card program.
You will assist the APC in establishing policy that will assure that strategic goals of the program and command are met by the Purchase Card program.
You will function as the secondary Purchase Card point of contact (after the APC) for cardholders and approving officials.
You will review business rules and practices, user account information, activity and other reports, online data, and reconciliation and certification results.
You will monitor cardholder operations and issue resolutions.
You will, in the absence of the APC, provide appropriate technical procurement guidance, operational and compliance training, warranting, and account management and reconciliation support.
You will be responsible for accountability of cards and appointment letters.
You will facilitate development of user data, proper program documentation, assignment of Purchase Cards and card holder systems access, and resolution of operational issues and disputes.
You will review Purchase Card problems as required by evaluating circumstances, determining facts and assembling related information, and act on findings.
You will review all related operational information and take action as necessary to enforce or adjust policy.
You will act for the Purchase Card APC in his/her absence.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of specialized technical purchasing methods and procedures to ensure government purchase card users are in compliance with program provisions and regulations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
