You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Business Operations Division within the Digital Engineering Department of NAVAL SURFACE WARFARE CENTER, located in Port Hueneme, CA.
Duties
You will serve as the Acquisition Branch Manager overseeing contracting functions carried out in the Business Operations Division in support of the Department's multiple programs.
You will provide employee supervision, task direction, policy guidance, employee development, and related services to the personnel under their branch, most of whom are Contracting Officer's Representatives (CORs).
You will determine manpower billet requirements and recruit and staff to optimize a balanced workforce for the Branch to function efficiently.
You will guide and direct the actions of subordinate branch personnel to expedite and resolve issues with Department contract services and selected material acquisitions including tasking, funding, program management, and procurement coordination.
You will work independently with contracting officers, legal counsel, managers, team leaders, CORs, engineers, contractors, military personnel and other individuals to identify contract needs and problems within general guidelines.
You will participate with the Department Program Managers and associated Navy managers in determining personnel, fiscal, material and time resources required for the execution of proposed tasks.
You will independently identify and investigate critical, broader procurement matters to provide direction for carrying out routine and minor preventive/corrective measures.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating the execution of contracts to ensure compliance with financial and technical requirements for an acquisitions program.
