The incumbent will support Office of Integrity and Compliance's (OIC) overall administrative office purchasing and budgeting activities, and travel initiatives. Incumbent reports and is accountable to the Chief, Operations and Administration who reports to the Director, Planning and Operations.
Duties

Serves as the primary travel coordinator for the entire program office
Coordinate executive travel arrangements and prepares itineraries for the OIC
Gathers and analyzes the administrative budget needs of the program and monitors all phases of the training, travel, and purchasing budget
Authority over fund control points related to travel and purchasing and is responsible for the effective and efficient management of them
Develop and prepare budget reports in reply to requests from various leaders within OIC
Makes financial determinations regarding space, staffing patterns, equipment, purchasing, travel, time and leave, etc
Keeps the CCO informed of significant or controversial matters by telephone, cellular phone, e-mail, or other means of communications while away from the office
Consults with technical experts to examine and analyze unusual or problematic situations indicated by changes in program quality indicators
Prepare post travel expense documentation in keeping with VHA policy
Aids in the management of procurement for OIC
Exercise authorizations for obligation and expenditures of funds as required
Other duties as assigned.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Interpreting prescriptions and requests for medical equipment and services;
Maintaining regular contact with vendors, contractors, medical center professionals and staff;
Utilizing a variety of databases and computer systems;

Reconciling charges and preparing and submitting reports.
You may qualify based on your experience and/or education as described below:
Specialized Experience Requirement: Have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience would typically include, but are not limited to:
Adapt both qualitative and quantitative analytical techniques and measurement criteria to assess program effectiveness
Administrative processes and procedures sufficient to provide support to senior executive leaders
Develop, organize and implement improvements and efficiencies to these programs and processes
Scheduling, travel, purchase card, recordkeeping, telephone policies and records management
Computer software and processes used at the VHA
Knowledge of SharePoint, MS Teams and VA Pulse
Written and oral communication skills
Forms and formats required to complete administrative requirements
Formulate alternatives to resolve issues, and present and recommended solutions
Choosing, interpreting, adapting, and applying pertinent guidelines
Present ideas in a clear, convincing manner to achieve successful outcomes both in writing and orally
Collect and analyze various types of information and formulate conclusions
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level (less than one year, and have more than two years, but less than three years of graduate education (as described above). Physical Requirements: The work is primarily sedentary with occasional walking, bending, stooping, and carrying of lightweight materials. Slight physical effort may sometimes be required.
