Vacancies will be filled in the following specialty areas:
Human Capital Office, HCO Chief of Staff, Compliance & Risk Management
The following are the duties of this position at the full working level.
Serves as an expert who advises and assists on changes to and formulation and implementation of established policies for programs, processes, and initiatives to help improve HCO program operations and the management internal controls of agency strategies and entity-wide operations. Supports coordination of HCO risk activities (e.g. identification, assessment, and mitigation), HCO program evaluations, and/or HCO planned corrective actions and tracks responses for timeliness, completeness/sufficiency and accuracy and ensures appropriate ownership is identified.
Works with team members to plan, conduct, evaluate and complete coordination of program audits and evaluations, planned corrective actions and/or management internal controls analyses of complex findings, reporting issues with the business operations or reporting compliance objective to senior executives with accurate and timely data, options, and recommendations.
Assists human capital organizations to assess risk for the development and execution of mitigating actions or proposed corrective actions and changes in processes/procedures.
Administers assigned programs and functions related to risk management/internal controls for HCO, program evaluations, planned corrective actions, etc. ensuring standards and requirements are met. Assists in preparing and delivering briefings for executives and senior managers concerning human capital and enterprise-level risk management activities, program evaluations, accountability activities, and/or the status of ongoing program support.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level (GS-12) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience analyzing and studying human capital programs and services to aid in designing, developing, and recommending implementation approaches for internal controls. Experience coordinating and tracking risk activities (e.g., identification, assessment, and mitigation), human capital program evaluations, and planned corrective action responses. Experience assessing risk, analyzing internal controls, and providing technical advice and guidance on risk mitigation strategies, corrective actions, and policies, procedures, and initiatives to strengthen internal controls. Experience creating reports, spreadsheets, flowcharts, action plans, milestones, and illustrated presentations for key strategic leaders. Experience in providing technical oversight, direction, training, and guidance to team members, contributing to the development of action plans, conducting management internal controls analysis of complex risk findings, and preparing and helping present team deliverables to human capital audiences. Experience applying a wide range of human resources (HR) laws, regulations, compliance, policies, and precedents and knowledge of HR principles, practices, and procedures sufficient to provide comprehensive HR advisory services to management and assess program effectiveness and compliance.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
