This position is located in the Department of Health and Human Services, Administration for Strategic Preparedness and Response, headquartered in Washington, District of Columbia.
The key function of SPR is to advise DHHS and ASPR on domestic and international public health emergency preparedness and response activities through policy options, requirements, and strategic planning initiatives and evaluation.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Supervisory Program Analyst (Deputy Director) you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience by:
Serving as principal advisor to the executive Director of the Office of Strategy, Policy, and Requirements (SPR) in the areas of administration and policy, strategy, and administration. As a second-level supervisor, participates on a continuing basis in the overall management of the Office and in the formulation, development, and implementation of Administration policies, plans, and programs to prepare the nation for public health emergencies and disasters. Provides advice to the Director on a myriad of program issues, recommends short- and long-range priorities, interprets the impact of national trends on program requirements, and provides maximum support to the Director on the direction of Office programs.
Providing comprehensive direction to Office activities, actively participates in resolving major policy and planning conflicts among units, provides advice and direction and participates in decisions on allocation of personnel and fiscal resources, oversees the implementation of major program modifications to accommodate changing priorities and new initiatives, and assures that appropriate steps are taken so that programs operate within the broad framework established by the Director.
Providing authoritative programmatic expertise, technical direction and planning oversight for programs that cut across HHS program boundaries and interrelate extensively with programs of other Federal and State agencies.
Actively participating in resolving major policy and strategy conflicts among Offices, oversees the implementation of major program modifications to accommodate changing priorities and new initiatives. Keeps Director informed of all major program changes, significant or potentially sensitive program issues, and the status of initiatives of special interest to the Director and the Secretary.

Qualifications
WHAT WE ARE LOOKING FOR
You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing four (4) of the following:
Participating on a continuing basis in the overall management of the Office and in the formulation, development, and implementation of Administration policies, plans, and programs to prepare the nation for public health emergencies and disasters.
Providing advice to the Director on program issues, recommends short- and long-range priorities, interprets the impact of national trends on program requirements, and provides on the direction of Office programs.
Managing and overseeing administrative policies and procedures (i.e., personnel, training, budget, contractor policies and procedures, equipment, and logistics) to foster successful achievement of the organization's mission.
Leading a team and directing the efforts of a technical staff on external partnership programs to determine goals and objectives that need additional emphasis.
Keeping the Director informed of all major program changes, significant or potentially sensitive program issues, and the status of special interest initiatives.
