About the Position: Medical Research Acquisition Activity is the contracting element of the Defense Health Agency Research and Development Activity (DHA R&D) and provides support to the Command headquarters and its worldwide network of laboratories.
Duties
Work involves preparation and management of grants, contracts, and other assistance efforts for research and development and contacts for equipment or services.
Prepare Solicitation Documents such as utilizing small business preference programs, open market procedures, and or federal supply schedules as determined appropriate.
Construct Contract Documents such as award contracts utilizing various methods dependent on the method solicited.
Perform Procurement Planning such as performing Acquisition Planning and Pre-Solicitation coordination to meet the program objectives.
Perform Contract Management such as monitor contract performance, exercise options, manage funding levels, and prepare awards for closeout.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Tier 1 background investigation.
- Incumbent may be required to complete a two year probationary period.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- Business travel may be required up to 10% of the time.
- This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for certification in Contracting within 36 months of entrance on duty.
Qualifications
Medical Research Acquisition Activity participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-02 payband is equivalent to the GS-05 step 1 to GS-10 step 10 level. The DJ-03 pay band for the 1102 Series has been expanded and is equivalent to the GS-11 step 1 to the GS-13 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education/experience requirements described below. Basic Requirement for Contract Specialist:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
For the DJ-02 pay band:
General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes: (1) Experience following regulatory guidance, policies or procedures; (2) Experience analyzing data for completeness and accuracy; and (3) Experience preparing documents utilizing electronic systems. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (DJ-01/GS-04).

Education: Four year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
For the DJ-03 pay band:
Specialized Experience: One year of specialized experience which includes: (1) Experience preparing solicitation and contract documents; (2) Experience interpreting and implementing contract policies; and (3) Experience determining compliance with statutory and regulatory acquisition directives and guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
