About the Position: As Senior Engineering Technician, you will provide contract administration and construction quality assurance (QA) services. Process contract modifications and task order awards requiring a government cost estimate. Review and resolve large claims that may take a significant time to process.
Duties
At the GS-11 level, the duties are developmental in nature leading to the full performance level of GS-12. The duties are described at the GS-12 level.
Responsible for surveillance of contract operations of civil, military and Hazardous, Toxic and Radioactive Waste (HTRW) construction projects.
Serve as the local expert in the field of construction safety and quality assurance.
Inspect job sites regularly for compliance with applicable regulations.
Review plans and specifications for proposed projects to determine practicability from a construction viewpoint and whether physical obstruction or other construction difficulties have been anticipated.
Participate in pre-construction conferences to discuss principle construction features and requirements, in terms of methods and equipment operations.
Perform as a quality assurance representative on projects which may include HTRW. Activities are performed at known or suspected HTRW sites and require oversight of contractor mitigation activities
Provide expertise and guidance concerning safety and quality assurance to all sections and personnel under the purview of the area office.

GS-11: One year of specialized experience which includes providing construction contract administration to include assisting with modifications and construction schedule reviews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
