Duties

Serves as the Statewide Inspection and Enforcement (IE) Coordinator for oil and gas programs. Review, analyze, and make recommendations affecting implementation of new regulations, onshore orders, and operational standards pertaining to the fluid mineral program. Conducts technical and procedural reviews to assess program quality and compliance with national policies. Develops and maintains internal controls for fluid mineral noncompliance and enforcement procedures. Conducts Inspection and Enforcement workshops and trainings at the field, district, state, regional, and national levels. Develops, trains, and certifies PET staff throughout the bureau. Develops standards and technical procedures in matters pertaining to operational approvals and compliance, production accountability, engineering, standards, safety, drilling and plugging methods for the fluid mineral program. Provides expert procedural and regulatory advice on controversial issues and adverse decisions, enforcement actions, and state reviews regarding drilling, production operations, and production accountability. Prepares technical reports, correspondence, and memoranda. Responds to action item requests and appeals.

  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.
  • An applicant appointed to this position must possess and maintain a valid state driver's license while employed in this position.
  • You must successfully complete the BLM Petroleum Engineering Technician (PET) Certification Program and continue service in the Federal Government for 2 years from the date of obtaining PET certification.
  • May require a one year probationary period or two year trial period depending on appointment type.
  • Full certification as a PET is required.
  • This position is included in a bargaining unit. The National Federation of Federal Employees (NFFE), Local 2052, is the exclusive representative of all employees in this bargaining unit.

Qualifications

This position requires full certification as a PET, a valid state driver's license, and a US Government Motor Vehicle Operator's Identification Card are required. The incumbent must be able to operate 4-wheel drive vehicles in order to perform site inspections. This position has a basic requirement that must be met in order to be considered. To meet the basic requirement you must meet one of the below must requirements: Basic requirement includes technical experience in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Certification. Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify, in addition to the above basic requirement, you must have at least one year of specialized experience equivalent to the GS-11.Examples of specialized experience may include: Experience providing technical procedural and regulatory advice on issues involving adverse decisions, enforcement actions, and reviews related to drilling, production operations, production accountability. Experience conducting technical and procedural reviews to assess program quality, compliance, and budget with national policies. Interpret and implement regional policies, procedures, objectives, and priorities for an Inspection and Enforcement (I&E) program. Technical knowledge sufficient to assess the effectiveness and needs of an I&E program and make recommendations regarding priorities, procedures, policy, standards, and budget. Education may not be used to substitute specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Field work requires regular and recurring periods of physical exertion including walking, bending, climbing, crouching, or stooping over rough, uneven, surfaces or rocky mountain terrain. Sufficient physical strength is required to use manual hand tool. Occasional lifting of moderately heavy items may be required. Other work is performed in an office setting. Work Environment: Field visits are outdoor and subject to risks and discomforts arising from remoteness, weather, wildlife, and diverse terrain. Planning (checking weather and arranging travel), situational awareness, and personal protective gear may be required. Accessing field sites may require the use of 2 or 4 wheel drive vehicles. Other work is performed in an office setting.
