Duty Location: Sacramento, California and Willows, California
The final determination of the duty station for this position will be made by the selecting official at the time of the job offer.
Duties
Serves as manager of the Division of Office Engineering.
Develops and supervises contract administration and control procedures, computation of construction estimates and progress data; preparation of construction records, reports, and histories; development of as-built design records; layout of design change recommendations and preparation of design data for project features and delegated designs, estimates, and specifications.
Supervises and participates in the preparation of design data for project features and designs, drawings, specification writing, and other engineering studies.
Participates in design conferences for the development of design concepts and draft specifications.
Supervises contract administration for the project, participating in pre-bid conferences, bid openings, abstracting of bids, and preparation of bid opening reports.
Supervises and prepares correspondence involving technical engineering and related fields for signature of the Construction Engineer and/or Deputy to Reclamation offices, other Federal agencies, State, County, and local agencies, contractors, and the general public.
Works directly with the contractor's representatives in interpreting specifications, and in negotiations regarding pay estimates, supplemental pay items, contract adjustments, and other matters affecting overall contract administration.
Collaborates with other division chiefs on work related issues affecting their operations.
Works with representatives of Project Offices, Regional Office, Denver Office, cooperating agencies, and irrigation districts to ensure the integration of contractor activities with Project Operation and Maintenance.
Serves as a Contracting Officer's Technical Representative (COTR) for purposes of negotiating and executing modifications to construction contracts and cooperative agreements as delegated.
Serves as first level supervisor.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated extensive technical civil engineering experience performing construction contracting for water resources construction projects. Such experience entails reviewing complex designs and specifications, developing and reviewing contract modifications, cost estimating, analyzing contractor's costs, payroll documents, equipment, material and overhead costs, resolving contractor's claims, and experience using various engineering software programs to prepare technical reports, drawings, designs, cost estimates, project scheduling.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/30/2024.
