This position serves as the Chief of the Information Technology Operations Center Unit, Customer Care and Support Office, Deputy CIO Enterprise Services, Bureau of Diplomatic Technology (DT/ES/CCS/ITOC). This position provides technical direction and guidance of the work, establishes effective policies and procedures, and the development of standard operating procedures to ensure consistent, efficient and effective computer network and IT systems operations.
Duties
Develops and maintains Department contingency plans designed to ensure recovery and operation of networks and systems.
Works closely with other network technical experts to conduct reviews of current and nascent computer technological developments, and recommends adoption of emerging technologies.
Determines priorities and planning the work to be performed; evaluating employee performance and providing advice, counsel and instructions.
Establishes and oversees effective and efficient operation and maintenance of worldwide classified and unclassified networks.
Represents Bureau and Department at meetings, conferences and other forums where significant matters involving network and systems control, operation and maintenance functions and services are addressed and often resolved.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - The incumbent performs extensive preparation on complex network operation, maintenance and acquisition policy matters.
Customer Service - The incumbent ensures adequate internal controls are developed and implemented for the worldwide operation of Department networks, systems and equipment.
Oral Communication - The incumbent serves as a point of contact with other agencies and organizations for important network and systems policy and program issues.
Problem Solving - The incumbent identifies specific branch operations and program problems and instructs subordinates to resolve them accordingly.
AND
Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing leadership, guidance or direction to other technical personnel in carrying out IT projects, goals and initiatives;
Experience integrating programs and policies to support DOS domestic and overseas operations;
Experience communicating and interacting with others effectively to prepare reports and presentations to senior management; and
Experience identifying, analyzing and recommending solutions to complex and unique technical IT problems.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
