You will serve as a CONTRACT SPECIALIST in the Contracting Department of Naval Facilities Engineering Command, Public Works Department Yuma NAVFAC SOUTHWEST.
Duties
You will oversee command acquisition work long-range plans with overall planning and execution of program directives.
You will analyze contractor proposals to determine reasonableness, allowability, and allocability of costs.
You will interpret technical legal and audit decisions to assess the impact of procurement and contract performance.
You will develop and present training to the contracting workforce to introduce regulatory and local policy changes.
You will evaluate work to help employees meet performance objectives.
You will create written documents or reports to outline contractual actions or recommendations.

- You will be required to obtain and maintain a current valid United States driver’s license
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Serving as a selection member to evaluate contractor past performance, price experience and technical ability; 2) Evaluating contractor's cost estimating and accounting systems and identifies factors affecting contractor's cost using historical statistical cost data, reports from auditors or technical specialties, and contract cost breakdowns regarding labor, materials, overhead and profit; 3) Evaluating audit reports, regulations, and other relevant material as a basis for formulating guidelines, implementing new developments, and providing policy interpretations to subordinate contracting activities; 4) Analyzing technical and historical production and financial data to evaluate a variety of pre-award and/or post-award procurement actions.; and 5) Utilizing contracting laws and policies including socioeconomic policies and programs, to plan, manage, and implement contracts for an organization. Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
