You will serve as a Procurement Analyst in the Contracting Department of NAVFAC SOUTHWEST.
Duties
You will serve as Agency/Operations Program Coordinator for the Government Purchase Card program.
You will approve Government Purchase Card requests, ensuring required training has been completed prior to issuance of cards and delegated
authority letters.
You will serve as a technical authority on the acceptability and applicability of contractual matters.
You will review procurement requests to assure clarity, adequacy, and completeness.
You will review contract terms and technical specifications to identify any special requirements.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report,
OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to
travel on military and commercial aircraft for extended periods of time.
Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Administering and supporting the Government Purchase Card (GPC) Program; 2) Analyzing and identifying the impact, feasibility and effectiveness of existing and proposed command regulations, programs or policies; 3) Resolving audit and inspection activities for the GPC Program; 4) Developing, managing and maintaining an electronic tracking system using software such as Microsoft Excel; 5) Training users on the GPC Program and records management policy and processes; and 6) Using the information gathered from conducting fact findings and information assessments to develop presentations, data queries, point papers and reports. NOTE: This experience must be fully and clearly supported in your resume.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
