Duties

PRIMARY PURPOSE: To serve as a senior Plans and Program Analyst within the Security Cooperation Division. The incumbent is the lead analyst, planner, and programs manager to develop, coordinate and provide detailed studies and advice on partner nation capabilities to the Security Cooperation Division Chief and N-NC/J5 Director. Initiates and conducts detailed analyses of complex security cooperation functions and management for planning, programmatic, policy, and processes. The employee develops, coordinates, and provides recommendations for security cooperation programs to guide prioritization of funding and influence policy at the highest levels of government. With constantly changing participation, policies, and priorities, the incumbent will use innovative assessment methodologies in the Department of Defense, Department of State, and the interagency for Security Cooperation, Counter Narcotics, and Security Assistance programs under complicated U.S. legal authorities to build international relationships, military cooperation, and regional access with Mexico, Canada, and The Bahamas. DUTIES: Demonstrate expert knowledge through the review, assessment, and advancement of DOD security cooperation and Department of State (DoS) security assistance programs, Title 10 and Title 22 U.S. Code and the authorities associated with funding partner nation activities. Provide influence of interagency security cooperation programs with an in-depth understanding of U.S. support to foreign militaries in the Western Hemisphere especially Canada, Mexico, and The Bahamas. Demonstrate expert knowledge of the DOD security cooperation mission, authorities, and an in-depth understanding of U.S. support to foreign militaries especially Canada, Mexico, and The Bahamas. Through complex program management, synchronize security cooperation activities with other stakeholders. Present NORAD, USNORTHCOM, and J5 issues, positions, and staff actions to a wide variety of senior officials in DoS, DOD, military services, other combatant commands, other federal agencies, foreign governments, etc. Provide support for CDRUSNORTHCOM efforts with the Office of the Secretary of Defense (OSD), Joint Staff, other Combatant Commands, and the Services as required to collect metrics and data on various projects and make recommendations to those projects to maximize their benefit to the command.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED) This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. This is a Key Security Cooperation (SC), Expert Proficiency Level position. Key SC positions are those SCW billets/positions with duties and responsibilities that require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs or activities. In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position. In addition to certification requirements detailed above, SCW member must meet the following conditions to remain in good standing: At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better and 80 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge and skill in analyzing complex issues and formulating solutions; mastery of and significant knowledge of the theory, concepts, principles, and practices of DOD budget, financial, and acquisition management contained in the Joint Capabilities Integration and Development System (JCIDS) and the Planning Programming Budgeting and Execution (PPBE) processes; expert knowledge of Security Cooperation and Security Assistance processes and activities with The Bahamas and Mexico plus Foreign Military Sales with Canada; comprehensive knowledge of the roles and organization of OSD, the Joint Staff, the Services, other Combatant Commands, and Defense agencies contained in federal, DOD, and the Joint Staff strategic guidance; and comprehensive knowledge of the relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning, evaluation, and execution of military operations, and how strategic, operational, and deliberate planning and war-gaming support them. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of multi-national efforts to disrupt transnational criminal organizations. Knowledge of the Planning Programming Budgeting and Execution (PPBE) system and Joint Capabilities Integration and Development System (JCIDS) including the application of PPBE and JCIDS process elements applicable to the USNORTHCOM security cooperation mission and capacity development planning efforts Knowledge of The Bahamas, Canada, and Mexico, their customs, culture, and history and knowledge of current issues facing the U.S. and western hemisphere countries. Expert knowledge of business practices in U.S. Embassies and familiarity with the structure organization and leadership in the U.S. Embassy in Mexico, Canada, and The Bahamas Knowledge of security assistance and security cooperation resourcing authorities and programs with regard to pertinent laws (Title 10 and 22 US Code), regulations, and policies Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience.??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
