The primary purpose of this position is: To implement and manage the installation level School Liaison Program. The position serves as a PreK-12 Education subject matter expert and advisor for the installation commander, tenant unit and squadron commanders, local education agencies, and families regarding military-connected students.

Duties

As the installation School Liaison Specialist complies with Department of Defense (DOD) requirements; actively advocates for military-connected students and their families seeking solutions to PreK-12 education related issues, concerns, and unresolved needs. Tracks and analyzes military-connected student, educator, and command team concerns to identify recurring issues and trends, and to evaluate their impact on the Installation Commander's goals and future plans regarding PreK-12 Education in the community. Represents the Installation Commander with a variety of local education agencies, installation and functional area organizations. Integrates partnership within AF, DoD Components, and other agencies to track and analyze data to increase program efficiency, effectiveness and support.

  • The duties of this position require the employee to operate a motor vehicle. An appropriate, valid driver’s license will be required for the position.
  • Due to the driving requirement, this position will be designated as a drug testing position IAW AFMAN 44-198, AF Civilian Drug Demand Reduction Program, 24 January 2019.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing.

  • Must pass a pre-employment physical, immunizations must remain current (DoDI 6060.04).

  • Employee may be required to work overtime or an irregular work schedule.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101-647 Section 231, and Public Law 102-190, Section 1094 and DoD Instruction 1402.05, background checks are required. DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records, FBI fingerprint, and Tier 3 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position. Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981. A Bachelor's degree in a related field of K-12 education, special education, developmental psychology, child or youth development, or another appropriate degree from an accredited college; or a combination of education and experience that provides knowledge comparable to that normally acquired through the successful completion of a 4- year course of study in one of the related fields is highly desired. ************************************************************* QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes executing a wide range of laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) governing military connected student school support programs; developing solutions, evaluating and defending programs to higher levels of local, state, and federal government based on knowledge and understanding of departmental goals, vision, policy, and programs relating to military school issues; determining the effectiveness and efficiency of primary and secondary education programs and projects; and resolving issues or concerns identified by the community regarding PreK-12 education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and ability to assess a wide range of federal, state, and local education laws, DoD, DAF directives and policies, regulations, precedents, executive orders, instructions, concepts, processes, procedures regarding school safety and security governing military-connected students' education. 2. Knowledge of the Federal Government's interrelationships with State, local educational agencies, and PreK-12 education standards, program objectives, with accompanying ability to apply them towards developing comprehensive, sound guidance, procedures, and application to drive solutions for program operations and to meet installation goals. 3. Knowledge of and skill to apply process improvement techniques such as benchmarking, metric/statistical analysis and data analysis, in resolution of PreK-12 issues and concerns identified in the community. 4. Skill in gathering, assembling, and compiling data, conducting reviews, drawing conclusions, predicting trends, devising solutions, and preparing qualitative and narrative reports for a variety of offices and agencies; establishing and maintaining records; and managing resources to enhance accomplishment of program goals and mission. 5. Ability to utilize interview theories and techniques to gather critical information to advise command teams, community leaders and families by negotiating, advocating, and building consensus while facilitating cooperative and collaborative relationships within federal, state, and local agencies. 6. Ability to establish effective working relationships and present information to senior leadership, state and local education stakeholders; prepare and deliver briefings, conduct workshops, seminars, and teleconferences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
