Duties

You will interpret HR concepts, laws, regulations, rules, principles, practices in one or more of the HR functional areas such as employee development, staffing/employment, classification, compensation, performance management, and employee relations. You will utilize automated technology to produce documents, charts, graphs and presentations while using data management tools to research, organize and analyze personnel information. You will provide briefings/trainings to management, work groups or general employee audiences, as necessary. You will participate on various teams/committees in support of HR initiatives that require training managers and employees. You will research, analyze, and communicate information. You will provide advice and assistance on HR functional areas such as staffing/employment, classification, compensation, performance management, employee development, and employee relations. You will assist hiring managers with recruitment and staffing. You will research answers to questions relating to HR functional areas. You will gather and analyze information in order to provide guidance and recommendations.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the DA-03 Level: Your resume must demonstrate at least one year of Specialized experience at or equivalent to the DA-02 pay band or grade level (GS-05/08) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying human resources laws, regulations, policies, and procedures to provide advice and guidance to officials, supervisors, and employees; 2) Analyzing problems to identify solutions; 3) Gathering pertinent data to formulate recommendations;4) Planning and organizing work; and 5) Communicating effectively orally and in writing. For the DA-02 Level: Your resume must demonstrate at least three years of general experience which one year was equivalent to the DA-01 pay band or grade level (GS-01/04) in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate the following: 1) analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; 2) planning and organizing work; and 3) communicating effectively orally and in writing. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Qualifications based on Education:

For the DA-03 Level:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree; 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED).
OR
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

For the DA-02 Level:
The following education may be substituted for experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university. (TRANSCRIPT REQUIRED).

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements for many positions covered by this standard. Others have individual occupational requirements that specify that applicants must, in general, (1) have specific course work that meets the requirements for a major in a particular field(s), or (2) have at least 24 semester hours of course work in the field(s) identified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45-quarter hours. TRANSCRIPT REQUIRED.
