You will serve as a Human Resources Specialist (Employee & Labor Relations) in the Human Capital Management Group Labor and Employee Relations Department of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will perform work that involves program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution.
You will provide advice and assistance to personnel in the areas of discipline, adverse actions, employee counseling, and related functions.
You will manage various employee relations program areas such as performance management programs; employee benefits; worker’s compensation; and/or time, leave and pay issues.
You will develop and lead training for employees and supervisors on a wide variety of employee relations matters to include performance management systems; discipline; alternative dispute resolution; and/or grievance processing.
You will perform extensive analysis and consults with managers and Human Resources Advisors (HRA) to identify underlying causes of misconduct and poor performance to ensure consistent and progressive discipline through the organization.
You will be responsible for drafting complex correspondence to include the full range of disciplinary/adverse actions, performance warning notices, grievance responses, pre and post hearing briefs, arguments, and appeals.

Qualifications
To Qualify for the DA-05
Your resume must demonstrate at least one year of specialized experience equivalent to the DA-04 (GS-11/12) grade level in the Federal Service or equivalent performing the following duties: Interpreting and evaluating Federal Human Resources (HR) laws, regulations, policies and precedents regarding disciplinary and adverse actions to provide advice, counsel and guidance to management and employees on processes (e.g. grievances, Unfair Labor Practices, labor negotiations, counseling, performance management) to develop resolutions for complex labor and employee relations issues.
To Qualify for the DA-04
Your resume must demonstrate at least one year of specialized experience equivalent to the DA-03 (GS-9/10) grade level in the Federal Service or equivalent performing the following duties: Analyzing and advising on moderately complex or non-controversial issues and/or problems; researching case law, advising management on a collective bargaining agreement; drafting and processing disciplinary actions; and providing written and oral communication to customers and/or managers.

Education
For the DA-04: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
