About the Position: As an Instructional Systems Specialist you will be part of the distributed learning development cell and the broader faculty of the Army Management Staff College, a Department of the Army activity that provides undergraduate and graduate level civilian leader development education to the Army Civilian Corp. This position is eligible for situational telework only, including emergency and OPM prescribed unscheduled telework Telework will be at the discretion of the supervisor

Duties

As an Instructional System Specialist (Curriculum Development), you will perform the following duties which is not an all-inclusive list: Designs and develops distributed learning (dL) and facilitated distributed learning curriculum in accordance with the Army Learning Model (ALM). Serves as a subject matter expert in instructional design for the entire, interdisciplinary, AMSC curriculum and serves as instructor/writer in one or more CES courses. Coordinates and applies the Systems Approach to Training (SAT) and the Army Learning Model (ALM) to distributed learning (dL) curriculum development in support of the Army Management Staff College’s mission. Supports a continuous college research regime consisting of, as a minimum; formative and summative evaluation of lesson, module, course, and system content in order to facilitate work force development, Develops subject-matter expertise in leader development competencies, adult education, leader education, and management.

Basic Requirement for Instructional Systems Specialist (Curriculum Development) 1750 series: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. NOTE: You MUST submit a copy of your transcripts. In addition to meeting the basic requirement above, you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes developing or evaluating curriculum for a formal adult education or training program. Time in Grade Requirement: Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS12 level. Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
