About the Position: Serves as an Instructional Systems Specialist with the Quality Assurance Office, US Army Combined Arms Center, The Army University. This position may be filled at either the GS-09, GS-11 or GS-12 grade level. The full performance grade for this position is GS-12. See Additional Information.

Duties

The responsibilities described below (which is not an all -inclusive list) are for the full-performance level. At the developmental grade (GS-9/11), you will perform assignments under closer than normal supervision. Manages functional areas of the Quality Assurance Program as assigned by the director or team leader. Utilizes curriculum design processes such as the Army's Systems Approach to Training (SAT) or Accountable Instructional System (AIS) to conduct internal and external evaluations of training and education programs. Ensures instructional materials are used in the intended fashion by making classroom evaluation visits. Conducts research and uses evaluation methodologies, statistical analysis using Statistical Package for the Social Sciences (SPSS), and evaluation instruments to predict effectiveness and efficiency of training and student achievement. Accompanies and assists Integrated Education and Training (IET) and/or Leader Development Accreditation teams in accrediting IET/Leader Development training at other proponent schools. Serves as a consultant and advisor to supervisors, training developers, instructors and subject matter experts concerning the design, development and evaluation of instructional materials and personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Temporary Duty Travel (TDY) is required 25% of the time. Incumbent must be willing to travel on short notice for extended periods worldwide.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for an Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. NOTE: You must attach a copy of your transcripts. If transcripts are not submitted with your application, you will be marked ineligible for this position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the requirement(s) listed below: Specialized Experience for GS-09: One year of specialized experience which includes recommending training and education development policies, guidance, or procedures; performing quality assurance assessments on learning products or processes; conducting research and analysis on training and education topics. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Instructional Design, Instructional Education, Learning Theory, Educational Psychology, or other related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One year of specialized experience which includes evaluating adult education or training programs and developing surveys or assisting with evaluating curriculum designs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Instructional Design, Instructional Education, Learning Theory, Adult Education, Educational Psychology, or other field related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS-12: One year of specialized experience which includes performing classroom visits of adult education or training programs to conduct evaluations and accreditation; evaluating curriculum designs using the analysis, design, development, implementation, and evaluation (ADDIE) model; and utilizing assessment tools to measure student achievement of learning outcomes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education for GS-12 Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
