About the Position: Serves as an Instructional Systems Specialist and Group Facilitator for Faculty and Staff Development (FSD), at the Army Management Staff College (AMSC), Fort Leavenworth, Kansas.

Duties

As an Instructional Systems Specialist, you will perform the following duties which is not an all-inclusive list: Serves as a lead, facilitator, and project leader in the field of group dynamics as it relates to graduate-level resident and non-resident instruction in an adult experiential learning environment. Conducts research and analysis studies; develops programs of instruction; participates in special project assignments, provides experiential learning and adult learning consultation, advisory services to resident and non-resident instructors. Analyzes leader development competencies and requirements for purposes of designing, developing, and evaluating leader development courses and programs for Army Civilian leaders. Selects design strategies using appropriate instructional techniques and methods grounded in adult learning theories. Evaluates source material for applicability to learning problems. Incorporates a wide variety of instructional development methods sufficient to develop and revise instructional materials for CES courses, utilizing current educational learning theories, principles and methods. Conducts internal and external evaluation of resident and non-resident instruction by analyzing quantitative and qualitative data and conducting focus groups.

Basic Requirement for an Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience designing and revising lesson plans and courses for a formal adult education or training program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. You will be evaluated on the basis of your level of competency in the following areas: Instructional and Performance Support Technology Instructional Design Instructional Program Administration Instructional Program Evaluation Partnering Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
