The primary purpose of this position is to serve as the sole analyst for the Enlisted Force Program for the formulation, analysis and evaluation of data required to build, justify, defend to OSD and Congress, and execute the enlisted portion of the USAF Military Personnel Appropriation (MPA).

Duties

Applying Air Force military expertise translates broad Congressional Authorization Act language on the enlisted force into specific enlisted program objectives and adjusts program through the FYDP to ensure congressional direction is achieved. Develops program analyses to estimate losses by category and procurement rates through the FYDP to ensure Congressional/OSD end strengths and budgetary baselines are met. Manages the Air Force Enlisted Program to include tracking actual results and recommending changes to meet program objectives during the year. Coordinates with appropriate agencies in the formulation of the enlisted program; determines and defends procurement levels to meet end strength; provides aggregate program data for use in developing Training Personnel Requirements (TPR), career force entries and strength projected data. Assess impact on the enlisted program based on congressional guidance, OSD or Air Force policy and programmatic changes. Audits and verifies data used in force management. As Air Force single manager of the MP A Man-Day Program. develops, delineates and acts as sole waiver authority on MP A man-day policy; incorporates fiscal requirements with the POM, BES and PB; allocates man-days to Air Force-wide users of MPA man-days; tracks utilization and compliance with established directives; and maintains accountability through the data system. Establishes and maintains interface with other Air Force and Uniformed Service agencies/offices, OSD, GAO, 0MB, various defense contractors and Congressional staffers involved in modeling, planning, programming, and developing and/or setting policy pertaining to data collection requests/responsibility.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the understanding of qualitative/quantitative methods and techniques to develop programming standards covering the enlisted force. Expert knowledge of analytical and evaluative methods and a thorough understanding of regulatory program administration. Comprehensive knowledge of planning, programming and budgeting guidelines and processes to prepare long and short-range programming guidance in accordance with organizational program policies and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions in support of the Military Personnel Appropriation. 2. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of the enlisted force program and the way PPBS process support the program. 4. Skill in developing budget forecasts, cost projections, financial exhibits, POM narratives, reclamas, and issue papers. 5. Ability to gather, assemble, analyze facts, draw conclusions, conduce analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
