About the Position: As a Public Safety Dispatcher the incumbent will provides emergency police, fire and medical services to the public by answering emergency 911 calls, and dispatches appropriate personnel and equipment. Maintains an accurate status of emergency response equipment and personnel to assure prompt and accurate response.

Duties

Responsible for the receipt and effective evaluation of 911 emergency calls, to include installation fire, police, ambulance service, emergency medical dispatch, and ICIDS. Independently determine, based on local policy and procedure, appropriate jurisdiction and services to be rendered. Determine cause of an alarm, type of facility, and initiates action in accordance with procedures set for that type of facility, i.e., notify user/activity personnel for immediate response force activation, police, fire department, etc. Advise police patrol personnel of appropriate response required for each facility, and monitors for correct response from the facility. Conduct and provide system reports regarding access of critical facilities. Provide emergency medical dispatching assistance to callers with medical emergencies using the Priority Dispatch EMD system. Provide assistance to medical, police and fire personnel by acting as liaison between department personnel and other agencies. Operate communications equipment (TDD) for the hearing impaired, conveying messages, taking and making calls. Maintain reports and retrieve needed statistical information using the National Fire Incident Reporting System(s) (NFIRS). Operate Computer Aided Dispatching (CAD) system, radios and station alerting systems. Perform basic computer and communications equipment troubleshooting to determine problems and notifies appropriate personnel to facilitate repairs. Provide initial Incident Command support until responding emergency units arrive on scene.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent will be required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, CAD, Land Mobile Radio (LMR), and station alerting software and equipment.
  • Position is subject to shift work where the incumbent is required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
  • Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time.
  • Incumbent may be required to wear a uniform.
  • Incumbent must be a qualified typist. (40 wpm).
  • Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems.
  • The Incumbent must pass a pre-employment and periodic health analysis by a licensed physician in the following categories: Hearing - Distinguish, differentiate, and respond to multiple audible stimuli.
  • The Incumbent must pass a pre-employment and periodic health analysis by a licensed physician in the following categories Sight - Distinguish, differentiate, and respond to multiple visual stimuli.
  • The Incumbent must pass a pre-employment and periodic health analysis by a licensed physician in the following categories Manual dexterity - Operate radios, computers.
  • The Incumbent must pass a pre-employment and periodic health analysis by a licensed physician in the following categories Speech - Clearly convey verbal messages utilizing telecommunications devices.
  • The incumbent is subject to initial and random urinalysis testing in accordance with agency guidelines.
  • The incumbent is required to obtain and maintain a valid state driver’s license.
  • The incumbent is required to obtain and maintain certification in: Cardiopulmonary Resuscitation (CPR). andEmergency Medical Dispatch based on the program standards at the location assigned.
  • Incumbent must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned.
  • Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location.
  • Incumbent must complete the National Incident Management System (NIMS) IS 100,300, 700, 800, and 907 courses.
  • The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally and pass in accordance with predetermined course requirements.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
