About the Position: As a Supervisory Public Service Dispatcher the incumbent will work under the general supervision of the Police Chief. Performs the duties of the Senior Supervisor of the communications operations in the DES Central 911 Dispatch Center, Quality Assurance Program Manager, Community Liaison Officer, Data and Budget Analyst.
Duties
Responsible for the overall tracking, safety, and security of all emergency services personnel.
Perform the full range of personnel management and supervisory duties over subordinate personnel to include oversight of technical and administrative work.
Establish performance standards, conducts counseling and prepares formal evaluations of subordinates.
Assign work to subordinates based on priorities.
Provide recommendations and/or makes changes in organization of work to improve services and promote job satisfaction.
Prepare requests and recommendations for promotions, reassignments, other status changes, or recognition of outstanding performance of assigned personnel.
Receive formal employee group complaints and resolves them as appropriate.
Resolve scheduling problems caused by emergencies or other staffing problems such as manpower changes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is subject to shift work where the incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
- Employee is required to work (mission essential) regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure and to report to the duty station at the regularly scheduled time.
- The work is performed in a highly stressful, restricted office environment.
- Employee is required to obtain and maintain TCIC/NCIC training in order to access/enter information, and pass the course(s) with pre-determined requirements set by the California Department of Public Safety.
- Employee is responsible for attaining continuing dispatch and Intrusion Detection education requirements through in-service training that is offered locally and pass with predetermined course requirements.
- Must be able to successfully complete a pre-appointment physical examination.
- Drug testing required.
- Employee must be able to obtain and maintain a Secret Security Clearance.
- Employee must be able to obtain and maintain, within 6 months of employment, a Cardiopulmonary Resuscitation Certification.
- Employee must be able to obtain and maintain, within 12 months of employment, Emergency Medical Dispatch Certification.
- Employee must be able to obtain and maintain, within 12 months of employment, DoD Telecommunication I and II (or equivalent).
- Employee must possess upon hire a current DoD Hazardous Materials Awareness (or equivalent).
- Employee must possess upon hire a current FEMA NIMS 100, 200, 300, 400, 700 and 800 certificate.
- The employee is responsible for attaining continuing dispatch (CDE) requirements through in-service training that is offered locally.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

In order to qualify, you must meet the education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1.) applying 911 policies and procedures; 2.) coordinating force protection responses; 3.) maintaining emergency response records and reports; and 4.) operating telecommunications equipment such as computer aided dispatch systems, 911 emergency telephone equipment and radio systems to dispatch public service assistance (i.e., police, fire or medical services). This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service, see note below.
Note: There is no position within the normal line of progression in this organization (GS-2151-10). For most one-grade interval occupational series, the qualification standard calls for at least 1 year of specialized experience. Sometimes, however, there is no position in the normal line of progression in an organization that is one grade lower than the position being filled. In such instances, 1 year of specialized experience at the second lower level (GS-09) is creditable for inservice applicants. However, for outside applicants (i.e., those without current or prior Federal competitive or excepted service), 1 year of specialized experience equivalent to at least the next lower level (GS-10) is required.
Selective Placement Factor: applicants must possess and upload as part of their application the following:
