About the Position: This position is located with the Directorate of Emergency Services in the Police/Provost Marshal Division in Presidio, California.

Duties

Report and receive information to maintain the National Fire Danger Rating System (NFDRS) to provide an accurate Fire Danger Rating for the installation and surrounding agencies. Performs crisis intervention with distraught emergency callers during high-risk situations until appropriate emergency field units arrive on scene. Maintain continuous telephone contact with caller (when appropriate) during emergency situations and gives instructions regarding what to do, and what not to do, prior to the arrival of pre-hospital care providers. Provide emergency medical dispatching (EMD) assistance to callers with medical emergencies using the local authority's emergency medical dispatch system. Ensure all emergency operations are executed in a professional manner, in accordance with regulatory, directorate and local policies. Maintain digital recording and call check systems, and retrieves and maintains digital files required for evidence or investigative purposes. Make frequent independent, critical decisions under highly stressful, time sensitive and emergency conditions. Direct and supervise the receipt and effective evaluation of 911 emergency calls by dispatchers, to include installation fire, police and medical. Conduct training sessions for employees on Emergency Communications Center standards/performance and determines the need for more formalized training. Provides Shift Supervision for the Emergency Communications Center, by applying knowledge of communications equipment, theory, training and procedures, and technical guidance and direction to subordinate Public Services Dispatchers. Serve as a Supervisory Public Service Dispatcher, responsible for assuring that subordinate Shift personnel assigned to the Emergency Communications Center carry out work assignments in accordance with instructions.

Requirements

  • This position requires the incumbent to perform shift work, which requires an uncommon tour of duty (including nights, weekends and holidays).
  • This position requires the incumbent to obtain and maintain, within 6 months of employment, a Cardiopulmonary Resuscitation Certification.
  • This position requires the incumbent to possess upon hire, a current Certification as a Telecommunicator I and II (or equivalent).
  • Employee must be able to obtain and maintain a Secret Security Clearance.
  • Must be able to successfully complete a pre-appointment physical examination.
  • This position is subject to a pre-employment screening, and random drug testing.
  • This is a mission essential position. Regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure, you are to report to the duty station at the regularly scheduled time.
  • Able to obtain and maintain, within 12 months of employment, a California Law Enforcement Telecommunications System Certification.
  • Employee must possess and maintain Hazardous Materials Awareness Levels Certification.
  • Obtain and maintain a certification in the Emergency Medical Priority Dispatch system.
  • Obtain and maintain a certification in the Emergency Police Priority Dispatch system within 12 months of employment.
  • Responsible for attaining continuing dispatch (CDE) requirements through in-service training that is offered locally.
  • Current FEMA NIMS 100, 200, 700 and 800 certificates are required.
  • Obtain and maintain a certification in the Emergency Fire Priority Dispatch system within 12 months of employment.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

This definition of specialized experience is typical work performed at the next lower grade level position in the federal service (GS-08). For this job, you must meet the qualification requirement using certifications and experience -- no substitution of education for experience is permitted. In addition to the specialized experience required to qualify for the Supervisory Public Service Dispatcher (OA), (GS-09 level) you must also possess and maintain ALL the following Department of Defense (or reciprocal equivalent) certifications: DoD Telecommunication I and II, DoD Hazardous Materials Awareness Levels Certification and FEMA NIMS 100, 200, 700 and 800 certificate.
