This position is located in the Administrative Management Staff - Budget Division of the Office of the Administrator, Agricultural Marketing Service (AMS) and reports to the Director of the Budget Division. AMS facilitates the strategic marketing of agricultural products in domestic and international markets, while assuring fair trading practices and promoting a competitive and efficient marketplace to the benefit of producers, traders, and consumers of U.S. food and fiber products.
Duties
The duties may include, but are not limited to:
Serves as Assistant Director to the AMS Budget Director and supervisor over the Branch Chiefs of the Formulation and Execution and Financial Operations branches on critical agency direction, policy and personnel operational issues.
Participates with and advises the Administrator, Associate Administrator, Deputy Administrators, and top management staff in the development of program policies and operations designed to meet the Agency's goals and objectives.
Provides counsel on vital operational procedures involving management of both financial and human resources.
Directs and provides supervision to subordinate supervisors and team leaders of the Formulation and Execution and the Financial Operations branches which includes planning and delegating priorities.
Makes decisions on work problems presented by subordinate supervisors, analysts, team leaders, or similar personnel, or by contractors.
Oversees the budget for the Agency to ensure proper management of appropriated, mandatory, and reimbursable funding in domestic offices.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 GRADE LEVEL FOR THE 0301 JOB SERIES: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Leading or guiding others in developing accurate, meaningful resolutions to critical and complex budget issues using Federal financial accounting systems. Assigning and reviewing work to ensure timely performance, soundness, and value. Monitoring work progress, adhering to methods and procedures
Communicating orally and in writing with Agency and Administration leadership to advise them on highly complex budget and finance-related matters using clear, concise, plain-language narratives.
Analyzing and evaluating complex Agency financial operations based on solid understanding of pertinent Federal laws, regulations, policies, and precedents, reimbursable funds management, user-fee programs, and investments.
Developing and updating budgetary policies and procedures. Providing guidance and training to staff on budget related materials.
Cultivating and maintaining effective working relationships with both internal and external colleagues, with particular emphasis on team building and positive morale.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
