This position is located in the Security Office, Office of the United States Trade Representative(USTR) and reports directly to the Director of Security.
Promotion to the next highest grade level is neither guaranteed nor implied.
Duties
As a Security Specialist, GS-12/13, your typical work assignments may include the following:
Requirements
- You must be a U.S. citizen or national.
- You must successfully pass a background investigation.
- Subject to pre-employment and random drug tests.
- Selective Service registration required, if applicable.
- You must be able to obtain and hold a Sensitive Compartmented Information (SCI) security clearance.
- New employees must serve a one-year probationary period.
- You must submit to a drug test and receive a negative test result prior to appointment to the position. After appointment, you may be subject to periodic random drug testing.
- This position has been designated excluded from bargaining unit representation under the national security provision of 5 U.S.C. 7112(B)(6).
- All employees are required to participate in Direct Deposit/Electronic Funds Transfer for salary payments.
- The agency requires 30 days on site before being eligible to participate in the telework and/or alternate work schedule program.
- More than one selection may be made from this announcement.
- Only experience obtained by the closing date of this announcement will be considered.
- Relocation expenses will not be paid.
Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
GS-12: At least one year of specialized experience equivalent to the GS-11 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties:
1) Researching policies, and procedures for activities involving security clearances and classification authority and guides, documents marking, safeguarding, and personnel access controls;
2) Providing oversight for required security education training and awareness programs related to information security to provide recommendation to management for improvements; AND
3) Implementing changes to ensure compliance with national operational security standards, procedures and techniques.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
GS-13: At least one year of specialized experience equivalent to the GS-12 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties:
1) Monitoring and/or modifying policies, instructions, procedures, and control systems for activities involving security clearances and classification authority and guides, documents marking, safeguarding, and personnel access controls;
2) Developing required security education training and awareness programs related to information security;
3) Monitoring program implementation and control practices to ensure classified information is protected and properly accounted; AND4) Establishing and/or streamlining an organizations Sensitive Compartment Information (SCI) policy and procedures as it relates to personnel, information, and physical security within the organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
