About the Position: You will serve as the District's Personnel Security Officer, assisting in the planning, formulation, supervision, coordination, investigation, controlling and inspection of all facets of security, both internal and external, for the overall district security program accomplished in connection with civil and/or military missions.

Duties

Utilize the Personnel Security Investigation Portal (PSIP) to initiate or update personnel security investigations. Schedule and obtain fingerprints on employees and contractors using the Cross Match Fingerprint machine. Monitor and maintain the personnel security database through Defense Information System for Security (DISS) and OPM "NP2" Portal. Issue Common Access Cards (CAC) to DoD employees. Serve as the Security Office liaison with the District Coordinator to plan, conduct or assist with mandatory security training. Maintain the Security Office Website, Gallagher database, maintenance service contracts, software/hardware upgrades, and troubleshooting.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Specialized Experience: One year of specialized experience which includes: (1) working with the basic principles, concepts, policies, practices and methods of personnel security administration; (2) accessing automated systems such as Personnel Security Investigation Portal (PSIP) to obtain investigations and clearance information; and (3) using an automated filing system such as Defense Information System for Security (DISS) to track, maintain, and to update or control secure and private information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice, Law Enforcement or Personnel Security. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Communications StrategyPersonnel SecuritySecurity Education, Training and AwarenessSecurity Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
