THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HEALTH SYSTEM SPECIALIST-Title 5, Position Description Number T5157000 and is part of the WI JFHQ, Wisconsin National Guard.
Duties
Responsible for oversight, administration, and implementation of policies pertaining to state medical affairs, and exercise of programs such as: Line Of Duty (LOD) Investigation Program, Incapacitation Pay Program, Active Duty Medical Extension (ADME) Program, MOS Medical Review Board (MMRB) Program, Medical Disqualification Program, Follow up Health Care Program, Medical Claims Processing Program, Medical Travel and Orders Program, Medical Evaluation Board (MEB), Physical Evaluation Board (PEB), Human Immunodeficiency Virus (HIV) Screening Program, Immunization Program, routine and special physical examinations and waivers, Weight Control Program, and Over-40 Medical Screening Program.

Serves as the principle advisor to the Chief of the MILPO, as well as to general officer commanders, and personnel on eligibility for health care, sources of health care, medical aspects of physical readiness training and testing, Active Duty Medical Extensions, and LOD investigations.
Manages the funds associated with the health services account and provides an accounting for expenditures as required.
Plans and schedules work in a manner that promotes a smooth flow and even distribution.

Qualifications
GENERAL EXPERIENCE: Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.
SPECIALIZED EXPERIENCE: To qualify at the GS-0671-09, you have 1 year equivalent to at least next lower grade level. Candidate has knowledge in one of the medical service core functions, which are prescribed as: Health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness (including aeromedical evacuation). Experiences and knowledge in analyzing and recommending solutions to complicated problems. Experienced in developing and implementing various policies and procedures used in the state medical programs. Experienced in various administrative areas such as budget, personnel and public relations within a medical unit or medical activity. Candidate is able to manage health services activities, including plans and operations, managed care, human resource management, logistics management, patient administration, budgetary and fiscal management, medical manpower, medical facility management, medical recruiting. Candidate has experience supporting health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. Experience with oversight to the Preventive Health Assessment and Individual Medical Readiness Program and the related Occupational Health programs.
Education
Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
