Job opening: Management and Program Analyst

Salary: $139 395 - 181 216 per year

The incumbent works with IMLS program offices to analyze and optimize business processes, document and maintain resource materials for procedures and workflows, facilitate critical inter-office processes across the agency, and maintain, refine, and maximize the use of the agency's electronic, web-based grants management system

Duties

If selected for the Management and Program Analyst position, the incumbent will work closely with agency offices to analyze, facilitate, and optimize business processes and workflows, create and manage resources and content related to grants management and grants policies and procedures, and standardize and maximize use of the agency's electronic grants management system, and its data.

  • This position may require completing a one-year probationary period.
  • If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.

  • Relocation expenses will not be authorized.
  • Status candidates must meet all qualification requirements, to include time-in-grade, time after competitive appointment, and specialized experience upon the closing date of this announcement and before placement in the position.

Qualifications

GS-14: To be eligible at the GS-14 level, you must have at least one year of specialized experience (equivalent to at least the GS-13 level or pay band in the Federal service). Specialized experience is defined as experience in at least three of the five following areas: 1. Knowledge of and/or experience with interpreting regulations, policies/procedures, and directives for federal, state, and/or local grants or cooperative agreements, to assess program effectiveness and recommend improvements; 2. Experience working with various laws, rules, regulations, policies and procedures (e.g., Office of Management and Budget (OMB), Paperwork Reduction Act, etc.) to prioritize and manage information collections, documentation and/or other related deliverables; 3. Skilled in business process analysis and/or reengineering in order to document and/or present findings and recommendations; 4. Knowledge of data analytics and/or data management tools to illustrate and/or respond to complex questions; 5. Ability to communicate orally and/or in writing to explain complex concepts to various audiences, synthesize and reflect feedback, and achieve consensus and adoption of recommendations and changes. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not a substitute for specialized experience at this grade level.
