The incumbent works with IMLS program offices to analyze and optimize business processes, document and maintain resource materials for procedures and workflows, facilitate critical inter-office processes across the agency, and maintain, refine, and maximize the use of the agency's electronic, web-based grants management system
Duties
If selected for the Management and Program Analyst position, the incumbent will work closely with agency offices to analyze, facilitate, and optimize business processes and workflows, create and manage resources and content related to grants management and grants policies and procedures, and standardize and maximize use of the agency's electronic grants management system, and its data.

Qualifications
GS-14: To be eligible at the GS-14 grade level, you must have at least three of the five specialized experience one year of specialized experience equivalent to the GS-13 grade level. Specialized experience is defined as experience in at least three of the five following areas:
Knowledge of and/or experience with interpreting regulations, policies/procedures, and directives for federal, state, and/or local grants or cooperative agreements, to assess program effectiveness and recommend improvements;
Experience working with various laws, rules, regulations, policies and procedures (e.g., Office of Management and Budget (OMB), Paperwork Reduction Act, etc.) to prioritize and manage information collections, documentation and/or other related deliverables;
Skilled in business process analysis and/or reengineering in order to document and/or present findings and recommendations;
Knowledge of data analytics and/or data management tools to illustrate and/or respond to complex questions;
Ability to communicate orally and/or in writing to explain complex concepts to various audiences, synthesize and reflect feedback, and achieve consensus and adoption of recommendations and changes.
