Incumbent serves as a Program Analyst in the VHA Office of Legislative Affairs that reports directly to the VHA Deputy Chief of Staff. The Legislative Affairs Office serves as the principal advisor to the Office of the Under Secretary for Health on legislative matters affecting VHA. This office coordinates with the Office of General Counsel, VA Office of Congressional and Legislative Affairs (OCLA), the office of Financial Management on budget, legislative and oversight issues.

Duties

This position involves a multi grade career ladder. The major duties listed below represent the full performance level of a GS-13. At the GS-12 you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of a GS-13. Promotion is at the discretion of the supervisor contingent upon satisfactory performance and availability of funds. The incumbent serves as a point of contact for coordination between VHA, the General Counsel, VA Office of Congressional and Legislative Affairs (OCALA), and other VA offices on the entire spectrum of the Agency, including VA policy and operations affecting a national health care delivery system. The incumbent evaluates and monitors departmental, administration and Congressional legislative and regulatory activities that could impact upon VHA programs. Provide technical expertise to key officials and other staff members in analyzing current, new or proposed legislation or regulations to determine impact on program operations and management. Prepares VHA's Congressionally Mandated Reports (CMR) and Congressionally Tracked Reports (CTR) for the Office of Management (OM), OCLA and the Office of General Counsel (OGC) final review. Participates in the review of newly enacted legislation for regulatory requirements, assists in assigning requirements to appropriate program offices; assists in ensuring consistency of proposed regulations with legislative negotiations with the Office of Management and Budget staff. Manages the program office's plan for completing Congressional reporting requirements and reviews the final product for consistency with the law's requirements. Assists Legislative team with review and editing of testimony and questions for the record (QFRS); assists legislative team with research of documents via Thomas and Lexis/Nexis on relevant issues for the assembling and development of hearing and briefing notebooks for witness preparation. Assists the Legislative team in developing VHA legislative initiatives for review by VHA leadership by researching, reviewing, providing a wide range of analytical assistance and evaluating proposed bills by Members of Congress affecting VHA. Serves as liaison for the Legislative Program specialists for accessing, managing, accepting, and completing assignments. Conducts inquiries on overdue reports and informs superiors of the progress of such activities. Provides higher management with reports, evaluated information, and similar products necessary for effective program operations and recommends procedural changes and improvement and program operations to promote efficiency. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00a.m. - 4:30p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will qualify based on your experience as described below: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1. Experience performing of a variety of substantive analytical, planning and evaluative work on legislative and regulatory issues. 2. Experience that demonstrates a comprehensive knowledge of pertinent laws, regulations, and policies governing an Agency in order to assist in the development of the Agency's policy position. 3. Experience in reviewing or analyzing new or amended legislation. . OR, Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1. Extensive experience performing of a variety of substantive analytical, planning and evaluative work on legislative and regulatory issues. 2. Experience that demonstrates a comprehensive knowledge of pertinent laws, regulations, and policies governing an Agency in order to assist in the development of the Agency's policy position. 3. Comprehensive experience in reviewing or analyzing new or amended legislation. You will be rated on the following Competencies for this position: Analytical Reasoning Communications Planning and Evaluating Accountability Organizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with light lifting, bending, and stooping in the normal course of the workday. The work is typically performed in adequately lighted and climate-controlled environment. Frequent local travel will be required.
