Duties

Serves as an IPT lead performing IT project management duties, overseeing the requirements determination and proposal preparation process for requirements requests projects from internal and external DISA customers and stakeholders. Applies technical knowledge to ensure requirements request project schedules and objectives are accomplished in accordance with established milestones. Uses managerial techniques and quantitative analysis to monitor work in progress and evaluate the status and progress of work accomplished in terms of quality, efficiency, and effectiveness in achieving objectives. Documents and maintains technical, cost and schedule risk assessments for assigned requirements request projects. Assists in conducting and oversees the completion of cost-benefit analysis by the subordinate Cost Working Group; accurately capturing data in the RAO project tracking tool within the planned schedule. Coordinates with senior agency leaders and civilian technical personnel within DoD to ensure project specifications are compliant with the intent of regulatory policies, communication, software standards and with user requirements. Utilizes complex IT principles, methods, and concepts to identify requirements and oversee the development of capabilities documents and non-material solutions. Provides feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally. Keeps all parties informed of project status, changes in requirements, changes in resources, and impacts on meeting established project timelines, tasks, milestones, and objectives.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • The incumbent is required to have or obtain a Requirements Management Certification Training (RMCT) Level B certification within 6 months.
  • Occasional TDY is required.
  • In accordance with DoD 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months.
  • This is a drug testing position.
  • In accordance with DoD 8140 policy series is subject to completing any future Cybersecurity Workforce qualification/credentialing requirements as defined by the DoD 8140 policy series for the position's required CYBER Work Role(s).
  • This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Attention to Detail - experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions In addition to the basic requirement above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience at the GS-14 level is defined as experience with developing and improving processes, experience with process modeling; experience with root cause analysis, and experience with solution development, analysis of alternatives, database development, project management, and process tools development. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for specialized experience at the GS-14 grade level.
