You will serve as a FINANCIAL MANAGEMENT ANALYST of NAVMEDREADLOGCMD.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will research, compile, prepare, summarize and analyze data for various financial reports in regard to budget formulation, budget execution, accounting and audit readiness.
You will perform administrative functions in Wide Area Work Flow (WAWF), providing policy guidance on Prompt Payment Act and DOD Financial Management Regulations (FMR).
You will analyze and review various financial reports to determine funding levels throughout the execution year.
You will provide technical, regulatory and procedural guidance to Financial Management Office staff and other co-workers throughout the command.
You will institute measures to safeguard data, software and hardware from malicious or accidental damage, or from compromise by release to those not authorized.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level 01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a bargaining unit position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing integrated federal financial management systems to include NERP and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.
Experience analyzing, evaluating and reviewing budget, program issues, financial data and report using business tools and applications.
Experience preparing, reviewing and reconciling financial statements and/or financial reports to meet reporting requirements and to support management decisions.

Ph.D. or equivalent doctoral degree
